While the cities compete wholeheartedly, it is universally agreed that they need certain areas to send... undesirables. In 'Garden' cities, all criminals are sent to serve a term, from the pettiest thieves to cold-blooded murderers; but in these prisons it's the guards who should be feared more than the prisoners. All of the naturally sadistic and abusive pseudokinetics are drawn to these homages to the first, lost Garden of Zitrone where no form of mental torture is looked down upon and where playthings are in great abundance.
